The French government has called for tenders for 3Gw of offshore wind off France, and has given a grant to GDF Suez for a district heating network in Paris, which will use renewable heat.

The Centre for European Reform has now published my short paper on what the EU should do on energy efficiency. This argues that there should be less emphasis on targets and more on specific policies, and on money.

The US EPA is to issue guidelines on which forms of biomass are sustainable and which not. This is some progress, but the Scottish government is doing much better, issuing mandatory standards in April 2011.

EU governments are failing to use money available for improving the energy efficiency of homes – using it to build new roads instead. The EU budget discussion must focus on re-prioritising, not on the total size of the budget.

The US Environmental Protection Agency is now regulating greenhouse gas emissions from power stations, oil refineries, cement productions facilities and other major sources of pollution. These are responsible for around 40% of total US emissions. However, Congress could still put an end to this programme.
